Proposals for Inclusion in the Report

Submitted by the Russian Federation

Sharing the provisions contained in the document of the five nuclear-weapon States (NPT/CONF.2000/PC.I/2), the delegation of the Russian Federation proposes to include into the recommendation section of the report of the Preparatory Committee for the 2000 Review Conference on its first session the following proposals, also presented among others in its statements in the Preparatory Committee:

(a) That an exchange of views and negotiations be begun on a treaty on nuclear security

and strategic stability, with the participation of all the nuclear-weapon States, taking into account the specific nature of their nuclear arsenals and possibly with a certain asymmetry of commitments;
(b) That the nuclear weapons of all the nuclear-weapon States should be stationed only within their own territories.
