Statement from the Saudi Arabian Delegation on the Middle East

(RESOLUTION ON THE MIDDLE EAST)

IN THE NAME OF THE GOD THE MOST MERCIFUL, THE MOST COMPASSIONATE.

MR. CHAIRMAN,

YOUR ESTEEMED COMMITTEE IS DISCUSSING TODAY THE ISSUE THAT IS CONCERNED WITH THE RESOLUTION OF THE CONFERENCE THAT WAS HELD IN 1995 AND RELAThD TO THE RENEWAL OF THE N.P.T. TO ESTABLISH A ZONE FREE FROM WEAPONS OF MASS DESTRUCTION IN THE MIDDLE EAST.

IN THIS REGARD, I AM PLEASED TO AFFIRM TO YOU THAT THE KINGDOM OF SAUDI ARABIA CONSIDERS IT VERY IMPORTANT TO SUPPORT THE ROLE OF THE UNITED NATIONS, ESPECIALLY INTHE FIELD OF INTERNATIONAL PEACE AND SECURITY, AND DISARMAMENT. IT IS DOING SO BECAUSE OF ITS BELIEF THAT THESE ISSUES REPRESENT A COMPLETE WHOLE WITHOUT WHICH THE WORLD CANNOT LIVE IN PEACE AND STABILITY.

MR. CHAIRMAN,

THE KINGDOM OF SAUDI ARABIA HAS EXPRESSED GENUINE INTEREST IN THE EFFORTS TO ELIMINATE WEAPONS OF MASS DESTRUCTION FROM THE MIDDLE EAST. AS A RESULT, THE KINGDOM OF SAUDI APABIA PARTICIPAThD IN THE NEW YORK CONFERENCE THAT DEALT WITH THE NUCLEAR NON PROLIFERATION TREATY, WHICH WAS HELD IN 1995, AS WELL AS THE MEETINGS OF THE PREPARATORY COMMITTEES FOR THE CONFERENCE WHICH WILL BE HELD IN THE YEAR 2000. OUR BELIEF IN THE NECESSITY TO MAKE THE N.P.T MORE EFFECTIVE THROUGH THE ENFORCEMENT OF THE I.N.E.A.'S GUARANThES, WE CALL FOR THOSE GUARANTEE TO BE APPLIED TO ALL WEAPONS OF MASS DESTRUCTION IN ACCORDANCE WITH U.N. RESOLUTION 1 OF 1946 WHICH DEALS WITH THOSE WEAPONS. IN THIS REGARD, WE CALL UPON THOSE COUNTRIES WHICH HAVE NOT JOINED YET, TO TAKE THE NECESSARY STEPS TO DO SO IN ORDER TO ACHIEVE INTERNATIONAL PEACE AND SECURITY.

MR. CHAIRMAN,

WHILE MANY REGIONS AROUND THE WORLD ARE ACHIEVING SUCCESS IN ESTABLISHING NUCLEAR FREE ZONES AS A RESULT OF THE COOPERATION AND A RECOGMTION OF THE NEED FOR PEACEFUL CO-EXISTENCE AMONG THE COUNTRIES IN THOSE REGIONS, WE FIND THAT THE INTERNATIONAL AND REGIONAL EFFORTS TO MAKE THE MIDDLE EAST A NUCLEAR FREE ZONE ARE FRUITLESS. THIS IS THE RESULT OF THE REFUSAL OF ONE COUNTRY, ISRAEL, TO CO-OPERATE WITH THESE EFFORTS. THUS, DESPITE THE MANY U.N. GENERAL ASSEMBLY RESOLUTIONS TO ESTABLISH THE MIDDLE EAST AS NUCLEAR FREE ZONE SINCE 1974, THE LATEST OF WHICH IS A/RES/53/74, S/RES/487 (1981) AND S'RES/687 (1991) WHOSE PARAGRAPH 14 STIPULATES THAT IMPLEMENTING SECTION C REPRESENTS A STEP TOWARDS THE OBJECTIVE MAKING THE MIDDLE EAST A REGION FREE OF ALL WEAPONS OF MASS DESTRUCTION, YET NO ACTION WAS TAKEN TO IMPLEMENT THESE RESOLUTIONS BECAUSE OF THE OBJECTIONS OF ISRAEL.

WE WERE SURPRISED DURING THE FIRST MEETING OF THE PREPARATORY COMMITTEE WHICH WAS HELD IN NEW YORK IN APRIL 1997 THAT THERE WERE ATThMPTS NOT TO INCLUDE THIS RESOLUTION IN THE DELIBERATIONS OF THAT MEETING. THESE EFFORTS CONTINUED DURING THE SECOND MEETING OF THE PREPARATORY COMMITTEE WHICH WAS HELD IN GENEVA IN 1998 WHICH RESULTED IN THE FAILURE OF THAT MEETING, DESPITE THE EFFORTS OF MANY MEMBER STATES TO INCLUDE THAT RESOLUTION.

MR. CHAIRMAN,

ISRAEL CONTINUES TO REFUSE TO JOIN THE NUCLEAR NON PROLIFERATION TREATY OR TO SUBJECT ITS NUCLEAR FACILITIES TO INSPECTION BY THE INTERNATIONAL ATOMIC ENERGY AGENCY. THUS, IT IS THE ONLY COUNTRY IN THE MIDDLE EAST WHICH HAS NUCLEAR PROGRAMS THAT ARE NOT SUBJECT TO INTERNATIONAL INSPECTION. THIS IS A VERY DANGEROUS SITUATION THAT AFFECTS SECURITY AND STABILITY IN THE REGION AND THE WORLD AT LARGE.

IT IS REGRETTABLE THAT THERE IS AN INTERNATIONAL CONSENSUS, AND REGIONAL DESIRE TO MAKE THE MIDDLE EAST A NUCLEAR FREE ZONE, WHILE ISRAEL STANDS AS AN OBSTACLE AGAINST THE WISHES OF THE PEOPLE IN THE REGION WHO ASPIRE TO LIVE IN AN AREA THAT IS FREE FROM NUCLEAR TERROR.
